Partners get two purpose-built, instant, creator-agnostic image-edit endpoints — one for a package’s cover image, one for a single menu item’s photo — that sit outside the review queue and the package_created_by_partner? ownership check. The only gate is restaurant ownership. The cover image modal is shared for Add and Edit states, with a Remove flow (confirm + clear). A “Created by Admin” badge appears on package list rows to explain why some controls are locked. A per-restaurant Flipper flag (:partner_full_package_control) lets Admin test lifting the toggle/edit gate for a specific restaurant. The existing whole-package edit flow stays unchanged. This is a partner-facing improvement, not diner-facing. Design covers cover-image flows only; menu-item image edit (Flow 2) has no design yet.
